BASIC FUNCTION:

Under the general direction of the Plant Environmental Manager, responsible for the implementation and maintenance of environmental management system (EMS), environmental compliance activities and radiation protection for the Steel Mill by assisting and advising Environmental Manager and department superintendents on environmental matters based on knowledge of environmental regulations and counsel of Corporate Environmental, outside attorneys, and consultants.

 

NATURE AND SCOPE:

The Environmental Specialist must keep up to date with environmental regulations and provide guidance and assistance to Mill management to ensure ongoing compliance with federal, state, and local environmental regulations and radiation procedures. This position reports directly to the Mill Environmental Manager. Direct or dotted line (varies by location) reporting to the incumbent are nonexempt/ hourly employees assigned to tend to environmental/radiation equipment and related areas.

The Environmental Specialist collects or oversees the collection of, samples and data required for various environmental permits. The position is also responsible for 

preparation, submission , and timely filing of all environmental reports, including annual Tier II, TRI, hazardous waste, superfund, Title V, NPDES, radiation protection and various other environmental reporting which must be certified true and accurate by the company. Additionally, this position is responsible for coordinating permitting of all sources of air emissions, landfills, wastewater discharges, solid waste management, and storm water runoff for the mill site including any applicable contractor support functions.

 

The incumbent will train employees in environmental policy, as well as participate in the development of and adhere to Environmental Compliance Plans, such as SPCC and SWPPP. In cases where appropriate training is not in place, the incumbent will develop new training programs and presentations. In addition, the Environmental Specialist will assist plant operators and engineering in the planning of new or updated emissions control equipment or mill modifications, including review of new facilities and equipment to assure compliance with all applicable regulations.

The incumbent is responsible for coordinating and directing the radiation control program for all onsite operations. This includes monitoring, calibrating, and testing all radiation detection devices and ensuring proper response to all radiation detection alarms; developing procedures for handling radiation alarms; and developing procedure for responding to the possibility of a radioactive melt.

 

The incumbent is responsible for coordinating and directing activities associated with any on-site landfill. This includes performing, monitoring and testing activities; ground water monitoring; landfill inspections including stormwater drainage, vegetative or synthetic cover, and managing design, construction, related projects, maintenance and repairs.

 

The Environmental Specialist is responsible for implementing the environmental management system (EMS), the environmental conformance rating (ECR) program, and key performance indicator (KPI) monitoring programs. This position also actively supports the Environmental Manager in developing and implementing environmental action plans, environmental capital expenditure projects, GBS strategic directions, 

safety responsibilities.

 

The Environmental Specialist obtains and provides direction, guidance, and assistance and influences operating departments as required to assure adherence to the environmental policy and to the Environmental Management System (EMS) and to assure the most efficient and effective use of resources required for remediation activities and for short-term and long-term environmental compliance in line with Company policy and under the general direction of the Mill Environmental Manager. Due to close contact with operating management and personnel, and federal, state, and local regulatory agencies, the position requires the ability and maturity to effectively communicate with a variety of personalities and interests, sometimes under adversarial conditions or time constraints. 

The major challenge of this position is to implement programs, practices and procedures under the general direction of the plant Environmental Manager to assure continuous short term and long-term compliance with environmental regulations.

 

PRINCIPAL ACCOUNTABILITIES:

  1. Keep up to date with federal, state, provincial and local environmental regulations.
  2. Coordinates and directs activities associated with environmental compliance and remediation.
  3. Coordinates and directs the radiation control program.
  4. Coordinates and directs compliance activities associated with any on-onsite landfill.
  5. Responsible for permitting activities.
  6. Responsible for effective supervision of hourly and exempt employees under his/her direction.
  7. Maintain productive relationships with mill and regulatory personnel.
  8. Responsible for carrying out corporate, plant and departmental policies and programs.
  9. Remain abreast of federal and state safety regulations.
  10. Monitor plant operations to detect, report and ensure compliance with all environmental regulations.
  11. Responsible for proper, efficient, and effective work methods.
  12. Cooperate with other superintendents, supervisors and employees to maintain coordinated operations.
  13. Responsible for implementing EMS, ECR, and KPIs. Responsible for supporting the Environmental Manager on environmental action plans, capex projects, GBS, and safety responsibilities.
