BASIC FUNCTION:
- Overall responsibility for safety on all construction sites within the industrial unit.
- Responsible for the planning, execution and control of all the capital investments in the mill industrial unit Annual Action Plan.
- Responsible for the Key Performance Indicators (KPIs) related to capital investments and engineering activities with strong focus in results.
- Activities require technical experience in mechanical, electrical, automation, hydraulic, piping, structural and civil works, knowledge in steel mill processes and facilities and expertise in project management.
- People and Department management responsibilities for all CapEx project Engineers at the industrial unit.
- Sets assignments and priorities of all team members assigned to an engineering controlled project.

- Area of Responsibility: One GLN or GSN mill industrial unit
- Experience: 10 years or more experience in heavy industrial Engineering projects
- Scope: CapEx projects over US$ 25 million and responsible opened and planned project scope up to US$ 100 million.
NATURE AND SCOPE
This position is primarily responsible for providing technical assistance and engineering expertise in an advisory staff relationship to the division, involving a substantial commitment of company resources and time.
The Engineering Manager reports directly to the mill Vice President, General Manager (VPGM) or Works Manager and has up to 10 direct reports of Engineers ranging from Level I to V, drafting and administrative support personal.
Qualifications for this position include a four year college degree in Engineering or Material Science from an accredited institution combined with a minimum of 10 years of heavy industrial engineering project experience, with at least 2 years of supervisory experience. The incumbent should be a specialist in at least 1 engineering discipline as well as have extensive training and experience in project management or construction including experience dealing with all engineering facets that normally arise during major projects in electrical, mechanical and/or civil disciplines. Successful candidate must be able to apply engineering fundamentals to the continuous improvement efforts of CapEx, independently assess bids for both installation and equipment, and maximize the efficiency of the overall department operations.
The incumbent must be knowledgeable in all aspects of steel mill operations and construction requirements and limitations, and employ effective business management techniques, budgetary and accounting responsibilities, interpersonal and supervisory skills, utilize training and development programs and above all a strong focus on safety in the workplace.
Due to close contact with operating management and personnel, outside contractors and vendors, the position requires the ability to effectively communicate with a variety of personalities and interests and make appropriate recommendations regarding the selection and purchase of materials, services and equipment for use in the projects.
The incumbent manages interdisciplinary teams including personnel who coordinate all installation on construction projects in the Area of Responsibility, and contractors and subcontractors related to projects, and is accountable for compliance to specifications with all federal, state, and local laws, regulations, codes, safety requirements and permits pertaining to or issued to the industrial unit.
The incumbent is responsible for determining personnel needs, selecting applicants, and training new employees and follow-up of work performed. This position has full accountability of all aspects of People Management with subordinates.
The incumbent must have high availability depending of the requirement of the Projects. Travel for this position can range from 10-30%
PRINCIPAL ACCOUNTABILITIES:
- Accountable for training and adherence of the safety program within all capital project sites.
- Manages major recommendations for modifications, renovations, installations, additions and replacements of facilities and equipments.
- Manages the Engineering department selecting and training employees, conducting performance appraisals, career and succession planning and complying with company policy and procedures.
- Responsible for the adherence to the Gerdau Business System (GBS) engineering process and the continuous improvement of the GBS score year over year.
- Develops solutions that facilitate continuous improvement through new designs and innovative approaches to production processes.
- Insures timely completion within specifications and compliance with appropriate rules and regulations affecting this area.
- Provides technical expertise and leadership to the department and industrial unit.
- Accountable for the preparation of the construction project budget, scheduling and approving expenditures, analyzing variances and initiating corrective action when necessary, including process data analysis, problem solving, root cause analysis, failure mode, and fact-cause-effect analysis.
- Manages the activities of internal and external personnel involved in the construction project to insure smooth and efficient work flow.
- Controls expenditures within limitations of the project budget.
- Reviews and analyzes equipment and system design proposals for compliance with engineering principles, company standards, applicable regulations and customer product specifications.
- Prepares interim and completion project reports.
- Coordinates the interacting with outside contractors and vendors as required by project needs and for drafting and negotiating contracts with vendors, and establishing the performance criteria for each contract drafted.
The incumbent must perform the above mentioned duties and responsibilities in accordance with all Federal, State, and Local environmental regulations and Company Policies. Employees must also report any situation which may have a detrimental impact to human health or the environment to their immediate supervisor.
