BASIC FUNCTION:

 

To safely manage, direct, and coordinate all operations of the Jackson Steel Processing Plant in order to achieve production output and profit objectives consistent with quality products and Corporation goals.

 

NATURE AND SCOPE:

 

Within the established Corporate policies and under the guidance of the Downstream Group Vice President, this position is responsible for the overall management and productivity of the Jackson Processing Plant, which acts as a value added processing plant for special bar quality steel bars, shipping these products to the other internal company plants as well as directly to customers.

 

The qualifications for this position include background and experience as may be demonstrated by one with a Bachelors degree (preferably in Engineering or Business) MBA preferred, and a broad knowledge of the heat treating and steel processing industry, being familiar with manufacturing, people management, safety processes, and fiscal processes.  Qualifying experience on related work or lesser jobs of 10 years including significant exposure to maintenance, production, and environmental control and working background in supervision of two or more such functions.

 

 

Scope:

 

 

Downstream processing: ~400k tons of steel processed annually

Shipments: ~150-200k tons of steel shipped annually

 

Personnel:

Salary ~30

Hourly ~110

 

 

Has overall responsibility for maintaining safe working conditions and insuring that employees follow safe working standards.  Participate in safety meetings, examine accident reports, and follow up on all matters related to safety.  Responsible for all federal, state, and local regulations and compliances, including HAZMAT, Right-to-Know, OSHA, etc. 

 

Review production results to insure all phases of the steel pocessing operations are within acceptable standards.  Primary areas of concern are maintaining schedules, total tons processed, conversion costs, environmental compliance, marketing, customer relations, inventory control, man-hours per ton, and tons shipped.  Insure maximum, profitable utilization of production facilities and personnel. This position is responsible for the P&L of the facility.

 

Reviews the practices and functions of Quality Control Section to insure a quality product and compliance with industry standards or other particular specifications that may be required by collaborating with the Regional Quality Manager.  Responsible for developing and fostering customer relations and maintaining communication links with customers.

 

Reviews the performance and results of the employee relation’s function to insure adequate and proper servicing needs of all operations are being met.

 

Direct the overall coordination of all departments to insure smooth flow of work through the plant.  Check practices and procedures to insure optimum efficiency at the lowest costs.  Insure proper communications are taking place at all levels in the Plant and that all employees are kept properly informed of matters concerning them.

 

Insure Company policies relating to all employees are being implemented on a fair and consistent basis and that good employee relation practices are being maintained.  Maintains discipline equitably and to the degree, which is in the best interest of Gerdau .  Review employee turnover reports to detect and correct problem areas.  Review the practices and procedures of subordinate supervision administering personnel policies.

 

Analyze all cost, financial, and operating reports to insure that Plant and departmental objectives are being met.  Make inquiries and investigations into areas that appear to be outside of acceptable standards or where financial or management accounting questions arise.

 

Directs the preparation of the annual Plant business plan, the annual operating budget, the quarterly forecasts, the requests for capital expenditures, and the reports for major repair or maintenance work.  Determine if resources are adequate to meet the proposed business plan.  Prepare and submit all expenditure authorization requests.  Make recommendations on facilities, methods, personnel, and services improvement, including the expansion or contraction of products or operations. Directs engineering personnel on the development of capital projects to improve operations with an acceptable ROCE.

 

Insures that employees in the Plant receive adequate training and schooling to develop to their full potential.  Make recommendations as to employee transfers and promotions that are in the best interest of Gerdau.

 

Responsible for maintaining compliance with environmental laws and regulations, including federal, state, and city/county regulations.  Non-compliance can result in civil and criminal penalties for Vice President and Plant Manager.

 

Responsible for compliance with federal and state equal employment laws.

 

Performs other assignments, duties, and responsibilities as directed by the Vice President- Downstream Group.

 

 

 

PRINCIPAL ACCOUNTABILITIES:

 

1.      Responsible for proper, effective, safe, efficient, and economical operation of overall plant to produce prescribed quality of product.

 

2.      Maintain continuous use of production facilities and human resources and overall profitability.

 

3.      Organize and structure the departments within the Division to effect smooth integrated overall operations and contribute effectively in the coordination of activities outside the Division which supports it or works in conjunction with it on mutual areas of responsibility or combined projects.

 

4.      Select, develop, evaluate, and motivate subordinates to provide the Division with a source of qualified management talent.

 

5.      Assure that Division operations are personally and industrially safe and secure to minimize loss and injury to comply with OSHA and other state and federal requirements.

 

6.      Administer personnel policies and maintain effective control of turnover and attendance, administering discipline and resolving employee grievances.

 

7.      Responsible for mill cost accounting.

 

8.      Responsible for finished product warehouse.

 

9.      Responsible for carrying out Company policy and programs.

 

10.    Continually recommends to management changes, upgrading, expansions, modernization, etc. wherein the steel mill will develop a greater return on investment.

 

11.    Responsible for environmental compliance, hazardous waste management, and emergency coordination to include legal recourse for non-compliance.

 

12.    Responsible for being in compliance with all federal, state, and local laws including employment law, product liability, safety regulations, etc.

 

13.    Responsible for customer relations, customer service, and product quality.

 

14.    Responsible for division profitability.

 

15.    Responsible for developing and maintaining positive community relations.

 

16.    Develop communication links with other divisions to exchange mutually helpful ideas, concepts, practices, and procedures to improve overall corporate profitability.
