BASIC FUNCTION:

 

Responsible for the implementation and maintenance of environmental management system (EMS), environmental compliance activities, and radiation protection for the Fort Smith Steel Mill by assisting and advising department superintendents on environmental matters based on knowledge of environmental regulations and counsel of Corporate Environmental, outside attorneys, and consultants.

 

NATURE AND SCOPE:

 

The Environmental Manager must keep up-to-date with environmental regulations, providing guidance and assistance to Mill management to assure ongoing compliance with federal, state, and local environmental regulations and radiation procedures.  This position, reports directly to the Mill V. P. General Manager.  

 

Qualifications for the position include specific knowledge of federal environmental regulations and familiarity with steel mill or similar heavy industrial operations.  The incumbent should have a minimum of four (4) years of experience in the environmental compliance area of a steel mill or similar heavy industrial operations.  Education and formalized work experience should be comparable to that experienced by a four-year technical college graduate.

 

The Environmental Manager oversees the collection of samples and data required for various environmental permits.  The position is also responsible for the preparation of annual SARA reporting, Hazardous waste reports, superfund, Title V, NPDES, radiation protection reporting requirements, as well as various other environmental reports which must be certified true and accurate by the company. Additionally, this position is responsible for all permitting and re-permitting of all air pollution control devices, landfills, wastewater discharge, solid waste processing, and stormwater runoff for the mill site including contractor support functions where applicable.

 

The incumbent directs, instructs, assists, and coordinates employees assigned to tend and maintain environmental and radiation detection equipment.  In addition, the Environmental Manager assists in the planning of new or updated emissions control equipment and is responsible for coordinating plant service duties with other supervisory personnel and onsite contractors in environmental requirements.

 

The incumbent is responsible for coordinating and directing the radiation control program for all onsite operations. This includes monitoring, calibrating, and testing all radiation detection devices and proper response to all radiation detection alarms; developing procedures for handling radiation alarms and the possibility of a radioactive melt.

 

The incumbent is responsible for coordinating and directing activities associated with any on-site landfill. This includes performing, monitoring, and testing activities; groundwater monitoring; landfill inspections including stormwater drainage, vegetative or synthetic cover, and managing design, construction, related projects, maintenance, and repairs.  

 

The Environmental Manager is responsible for the development of environmental annual action plans, environmental key performance indicators, and environmental Capex projects that support the company vision, core values, business case, environmental policy, environmental management system (EMS), and environmental conformance rating. Additionally, this position will utilize the Gerdau Business System tools for continuous improvement in environmental awareness, KPA assessment, and ECR.

 

The Environmental Manager obtains and provides direction, guidance, and assistance as required to assure adherence to the environmental policy and to the Environmental Management System (EMS) and the most efficient and effective use of resources required for remediation activities and for short-term and long-term environmental compliance in line with Company policy and under the general direction of the Works Manager, Mill VP General Manager or Regional VP where applicable.  Due to close contact with all levels of management, hourly personnel, and federal and state regulatory agencies, the position requires the ability to effectively communicate with a variety of personalities and interests.

 

The incumbent coordinates the implementation, maintenance, and training of many of the other federally regulated Environmental requirements which include DOT, Hazardous waste contingency plan, Emergency procedures, radiation protection plan, SPCC Plan, Visible Emission reading, and stormwater pollution prevention plan.

 

The major challenge of this position is to assure continuous short term and long term compliance with environmental regulations.

 

PRINCIPAL ACCOUNTABILITIES:

 

  1. Keep up-to-date with federal, state, and local environmental regulations.

 

  1. Maintain ISO 14001 certification for the facility.

 

  1. Coordinates and directs activities associated with environmental compliance and remediation.

 

  1. Coordinates and directs the radiation control program.

 

  1. Coordinates and directs compliance activities associated with any on-onsite landfill.

 

  1. Responsible for all permitting and re-permitting activities.

 

  1. Responsible for effective supervision of hourly and exempt employees under his/her direction.

 

  1. Maintain productive relationships with the mill and regulatory personnel.

 

  1. Responsible for carrying out corporate, plant, and departmental policies and programs.

 

  1. Remain abreast of federal and state safety regulations.

 

  1. Monitor plant operations to detect, report, and ensure compliance with all environmental regulations.

 

  1. Responsible for proper, efficient, and effective work methods.

 

  1. Cooperate with other superintendents, supervisors, and employees to maintain coordinated efficiency of operations.

 

  1. Responsible for the safety of employees and for effectively administering safety programs.

 

  1. Responsible for actively supporting and participating in GABS and Lean efforts.

 

 

The incumbent must perform the above-mentioned duties and responsibilities in accordance with all Federal, State, and Local environmental regulations.  Employees must also report any situation which may have a detrimental impact on human health or the environment to the Works Manager, Mill General VP, Regional VP, or Corporate Environmental as needed.
